I have the honour to acknowledge receipt of

your telegram dated 12.30 A.M. this day. I have seen lär. Moore, C.R.E., of the Chinese Section with Mr. Ross and Er. Stabb this

morning.

The period for which the Board of Communica-

-tions requested me to suspend the through train service to Canton expired at 1 p.m. today, and if the Chief Resident

Engineer of the Chinese Section had been prepared to re-open

traffic with adequate sefeguards I should have had no objection

to offer, in view of the undertakings and promises notified to me. in your telegram as having been made by the provisional Govern-

-ment at Canton. Mr. Moore however informs me that he cannot

possibly re-commence the through service before Thursday next.

If he can then assure me of reasonable safety to life and pro-

-perty both of officials, passengers and rolling stock I shall

be prepared to re-comence the service at once.

following comments: -

With regard to your pelegram I submit the

Proposal 1. To this should be added words to the effect

that no withdrawals may be made from the Bank named presumably

the Hongkong and Shanghai Bank-except by cheque countersigned by

yourself. The Hongkong Government would be satisfied that you

should allow the Chief Resident Engineer of the Chinese Section

to withdraw such suns as may be absolutely necessary to pay

current expenses for running, but I should of course desire that

a sufficient reserve was built up and maintained to meet the

percentage due to this Government on all through working in terus

of the Working Areement, and also the indemity incurred by the Chinese Section. W

No. 2. I trust that this proposal will be made good,
